Google Meeting the Russian Government to Discuss Piracy Issues Story

First of all, on November 1, 2018, many of Russia’s entertainment and technology industry signed a memorandum to attack piracy issues.

Further, the agreement was signed for getting rid of every platform infringement content, saw movie television and other entertainment companies.

In addition, the agreement said to form a central database of copyright infringement content.

Hence, with a central database, people will know when to delete which content and dismiss piracy accordingly.

List of Companies who signed the Agreement

  • Channel One
  • Gazprom-Media
  • National Media Group
  • The Internet Video Association
  • The Association of Film and Television Producers
  • Yandex
  • Rambler Group
  • Vkontakte
  • Mail Ru Group

However, despite the above companies taking an active part, Google wasn’t a part of them.

On the contrary, Roscomnadzor said that Google will join the memorandum as and when they will feel the timing right.

Now, to that very end, discussions in Moscow are still in continuation whereas meeting with Doron Avni has taken place who is the Director of Google’s Public Policy and Government relations.

Further, during the actual meeting, Google was wholeheartedly invited to sign the anti-piracy memorandum.

However, here, Google will not receive the complaints of copyright holders and all the complaints will go directly to the central database.

What’s actually the plan?

Firstly, the database query will fire after every five minutes and it will be done by the signatories. Here, they will remove the copyright infringement contents from hosting services as well as the search results.

Hence, in this case, Google hasn’t told anything and with that, whether it will follow DMCA, things are still unknown.

On the other hand, another topic of discussion was that Google was unable to connect their system to a central database. Whereas, Russia is demanding Google to connect their system to a central database as early as possible.

A Statement by Roscomnadzor

“The meeting discussed a wide range of issues on the implementation by Google of the provisions of Russian legislation, a Roscomnadzor statement reads. One of the key points of the talks was to discuss the situation around the violation by the company of the requirements of Russian law to ensure the filtering of Google search results of information prohibited in Russia. Doron Avni will present the proposed mechanisms for resolving the situation at Google’s corporate centre in California,”
